采用单一来源采购方式的原因及说明：按照《广西壮族自治区财政厅关于进一步规范政府采购单一来源采购方式管理的通知》（桂财规〔2021〕4号）要求，我校互联网专线接入采购项目，预算金额：75万元，服务期限1年，所采购互联网专线接入服务几乎涵盖国内所有一级提供商（分别为赛尔网络有限公司、中国电信股份有限公司桂林分公司、中国移动通信集团广西有限公司桂林分公司、中国联合网络通信有限公司桂林市分公司），具有唯一性、不可替代性等特点，不能够通过公开招标和竞争性谈判等方式进行采购。因此，本项目符合（桂财规〔2021〕4 号）《广西壮族自治区财政厅关于进一步规范政府采购单一来源采购方式管理的通知》中单一来源采购方式的适用情形（一），特申请采用单一来源方式进行该采购。
