采用单一来源采购方式的原因及说明：信息化本地服务项目2025年运维服务项目主要针对2021年开发的信息化本地服务平台的系统提供软件运维服务，包含系统平台维护、相关代码维护、数据库维护、接口维护、接口对接、故障排除等软件运维项目。软件自开发使用至今一直平稳运行，而中广（绍兴）有线信息网络有限公司作为原系统开发商，在软件架构、代码掌握、系统对接上拥有先发优势，且出于系统安全以及代码优化上考量与保障平台服务需求的一致性及满足服务配套要求，避免导致服务成本大幅度增加和系统出现兼容性和安全性的问题，影响平台的平稳运行，导致信息安全数据流失。
以上情况符合《浙江省财政厅关于进一步规范政府购买服务采购管理的通知》（浙财采监〔2021〕2号）文件中符合采用单一来源的情形之一“在现有的经济和技术条件下，更换承接主体将无法保证与原有项目的一致性或者服务配套要求，且导致服务成本大幅度增加或者原有投资损失”。故特申请以单一来源方式向拟定供应商“中广（绍兴）有线信息网络有限公司”进行采购。
